Serbia votes on Sunday in a second attempt to elect a republican president to replace Slobodan Milosevic since he became federal president of Yugoslavia in July. Presidential elections in October failed when the turnout of the 7.2 million electorate did not exceed the legal minimum of 50 percent. Because of voter apathy, a low-key campaign and an opposition boycott, Sunday's re-run might also be invalidated, forcing a third round next year, political sources said. SERBIA ELECTIONS
