Both were arrested, along with 12 foreigners, on April 11 for allegedly setting up a Zapatista rebel municipality in the Altamirano district of the embattled southern state of Chiapas. Medina, who is accused of taking up the rebel mayorship, said that the 12 foreigners, who were expelled this week, did not take part in any political activity and that their arrest was to justify actions against the Zapatista movement.
