A migrant worker from central China's Shaanxi province shines shoes on a busy Beijing street December 9. The Beijing government has suggested new economic measures to manage the city's many and ever increasing ranks of migrant workers. Beijing's Migrants Managerial office recommends adopting a managerial fee on migrants coming to the capital, which includes increasing an urban facility charge of 15 yuan or more depending on location, as well as taxing migrants for property, operation, and use of land, defending city construction and education.
